Who has been at Hillhouse: companies and bodies on the site since 1889
This page lists every company and public body we can tie, through a public record, to the Hillhouse site at Thornton-Cleveleys: those that owned it, ran plants on it, occupied it, held an environmental permit or consent there, or applied for planning permission to build there. For each one it gives what the record says the company is, what it did or does on the site, what its permits allow it to release, and any enforcement we found on the Environment Agency’s enforcement register and its published enforcement undertakings.
The list is a floor. Companies House can be searched only by a company’s current registered office, so a company that had premises on the estate and has since moved its registered office cannot be found that way. We could not reach the Health and Safety Executive’s convictions and enforcement-notice databases (the host refused the connection on 11 and 14 October 2026). The Pollution Inventory on the Environment Agency’s site starts at 2013. Contractors and consultants who worked on the site without premises there are not counted. The enterprise zone’s own website says the site “is occupied by over 40 companies” and names four of them; it gives no list and no date (hillhouseez.com, Location page, read 14 October 2026).
How entries are sourced. Every statement below comes from a register, a regulator’s document, a planning record or a company’s own published words, cited in the entry. Company numbers, dates, nature-of-business codes and corporate controllers are from Companies House, read on 14 October 2026. By “corporate controller” we mean a company or other legal entity, such as a council, that Companies House lists as a person with significant control (PSC): broadly, one holding more than 25% of the shares or voting rights, or otherwise able to control the company. It is not necessarily the sole owner. Where a company says something about itself, we quote it and attribute it. Where we searched and found nothing, we say what we searched. We have not named any individual: where a register or application names a person rather than a company, that entry is left out.
A planning application is not evidence that anything was built. Section 5 says what each application was for and what the register shows as the outcome.

1. History, 1889 to 1999
Fleetwood Salt Company
In 1889 “22 acres of the Burn Naze end of the Fleetwood saltmarsh” were bought and reclaimed for the company’s salt works, which “commenced production” on 25 February 1890. In November 1890 the Fleetwood Salt Company “was acquired by the United Alkali Company”.

United Alkali Company
Described by Wyre Archaeology Group as “a combination of most of the chemical manufacturers in the United Kingdom”. After taking over the Fleetwood Salt Company it built a ‘modern’ ammonia soda works at Burn Naze in 1892 (the source’s quotation marks), with boreholes at Preesall supplying brine. Grace’s Guide records that the Burn Naze section closed in 1933. The United Alkali Company became part of Imperial Chemical Industries when ICI was formed in December 1926.

Preston and Wyre Railway
Wyre Archaeology Group records that “The Preston and Wyre Railway Company agreed to put in sidings and haul the salt the two and a quarter miles to Wyre Dock”, at a rate it says was “fixed in 1889”. It gives no date for the agreement itself.

Ministry of Supply
In 1940 the Ministry of Supply built two chemical defence factories, one at the southern end of the Hillhouse works and one at Burn Hall (Oxford Archaeology North, 2006, para 1.3.10). The Environment Agency’s technical guidance on chemical weapons sites lists Hillhouse among the wartime production sites and states that after the war “Hillhouse was leased to ICI”. Visit Cleveleys says that “From 1941 the assets of Hillhouse and Burn Hall Works in Thornton began to be acquired from the Ministry of Supply by ICI general Chemical Divisions”, and the Blackpool Gazette (13 September 2018) that this “process continued until the 1950s”. The accounts give different dates; we have not found a document that settles it.

Imperial Chemical Industries (ICI)
ICI took in the Burn Naze works through the United Alkali Company in 1926 and, from the war years, ran the Hillhouse works. In the House of Commons on 3 February 1977 a member referred to “the decision announced on Friday by ICI to invest £25 million on a new PVC plant at Hillhouse near Blackpool” (Hansard), and in 1999 ICI agreed to sell its fluoropolymers business, including the Hillhouse plant, to Asahi Glass (AGC news release, 30 September 1999). Imperial Chemical Industries Limited (Companies House 00218019, incorporated 7 December 1926, named Imperial Chemical Industries PLC until 7 January 2008) is now registered in Slough; its corporate controller is listed as Akzo Nobel ICI Holdings. The Environment Agency’s historic landfill dataset records “ICI Mond Division (Hillhouse Works)” as the operator of Tip No.4 and Lagoons No.1 and No.2 at the Hillhouse works, with Lagoon No.1 recorded as taking industrial waste and liquid sludge from 1964 to 1969. Full profile: ICI at Hillhouse.

ICI Chemicals & Polymers Ltd
A separate ICI company. The Environment Agency’s register of water discharge consents names “I.C.I. CHEMICALS & POLYMERS LTD” as holder of consent NW/017290033 for the “MAIN OUTFALL” at Hillhouse, versions 001 to 011, running from 1 January 1980 to 20 January 1999, with the effluent type recorded as “Trade - Process”. From 21 January 1999 the same consent number is held by Thornton Facilities Management Ltd (see section 3). Wyre Council’s planning register names ICI Chemicals & Polymers as an applicant on the site between 1988 and 1999 (for example 88/00026, 95/00380 and 97/00732).
Companies House lists ICI Chemicals & Polymers Limited as company 00358535, incorporated on 1 January 1940, named British Nylon Spinners Limited until 11 September 1987, still active, registered at the AkzoNobel building in Slough, with nature of business “68100 - Buying and selling of own real estate”. Its corporate controller is listed as Dulux Limited.

ICI’s divisions
Divisions are parts of ICI, not separate companies. Those tied to the site by a source: the Mond Division (Environment Agency historic landfill records, above); the General Chemicals Division: Visit Cleveleys and the Blackpool Gazette (13 September 2018) say “ICI General Chemical Divisions” began acquiring the Hillhouse and Burn Hall works from the Ministry of Supply from 1941 (section above); the Plastics Division, which a Welwyn Garden City heritage history says acquired a manufacturing site at “Hillhouse (near Blackpool)”; and ICI’s fluoropolymers business, whose Hillhouse plant Asahi Glass agreed to buy in 1999 (AGC news release, 30 September 1999).

2. Principal operators
AGC Chemicals Europe, Ltd.
Companies House 03825057, incorporated 13 August 1999, named Asahi Glass Fluoropolymers U.K. Limited from 20 September 1999 to 18 December 2006, registered at Hillhouse International. Asahi Glass announced on 30 September 1999 that it would buy ICI’s fluoropolymers business, including the Hillhouse plant. The company holds Environment Agency permit EPR/BU5453IY (issued 12 December 2006). The consolidated permit of 2017 (variation V004) lists its activities as the production of tetrafluoroethylene (TFE), the polymerisation of TFE to make PTFE and ETFE, a thermal treatment plant for off-gases and liquid residue from those processes, waste acid neutralisation, and effluent treatment. The Environment Agency’s register also lists “Glass Fibre Manufacture” against this permit; the 2017 permit’s activity table does not. The company is listed by the Health and Safety Executive as a COMAH (major-hazard) establishment (HSE COMAH public information search, 11 October 2026). AGC announced on 14 September 2026 that the closure of its Hillhouse manufacturing site was confirmed, saying: “Looking ahead, production is expected to cease by 31 December 2026, when AGCCE will begin winding down the site.” Full profile: AGC Chemicals Europe.
Victrex plc, Victrex Manufacturing Ltd and Invibio Ltd
Victrex plc (Companies House 02793780, named Mandorla Limited until 1 October 1993) has its registered office at the Victrex Technology Centre, Hillhouse International; the enterprise zone’s site calls it “the world headquarters of Victrex PLC”. Victrex’s own history says its PEEK polymer was invented at ICI in 1978 and that the business left ICI by management buy-out in 1993. Victrex Manufacturing Limited (02845018, incorporated 16 August 1993, corporate controller Victrex plc) holds Environment Agency permit EPR/BU5640IA (issued 3 November 2006) for polymer manufacture and is listed by HSE as a COMAH establishment; its 2020 enforcement undertaking over a 2018 spill in the boiler house is set out under Veolia (section 3). Invibio Limited (04088050, incorporated 11 October 2000, corporate controller Victrex plc) is filed under nature of business “20160 - Manufacture of plastics in primary forms”; Wyre Council’s register lists its applications between 2006 and 2012 for a medical-components manufacturing building and laboratories at its Hillhouse technology centre (06/00049/FUL, 10/00244/FUL, 10/00263/FUL, 12/00509/FUL). Full profile: Victrex at Hillhouse.
NPL Group: NPL Estates Ltd
NPL Estates Ltd. (Companies House 03505485, incorporated 5 February 1998, registered in Manchester; corporate controller listed as Le-Fylde Estates Ltd). The enterprise zone’s site says “The site was acquired by NPL Estates in 2003”. A Hillhouse Enterprise Zone progress report to the Blackpool, Fylde and Wyre Economic Prosperity Board (March 2024; the report’s cover gives the meeting date as 14 March 2023, while its text refers to a meeting on 1 March 2024) says “The majority of the Hillhouse Enterprise Zone is owned by NPL Estates and is managed by Thornton Facilities Management (TFM) as subsidiary of NPL”. Wyre Council’s page states that “The majority of Hillhouse is controlled by NPL Group”. NPL’s own site describes “NPL’s 288 acre Hillhouse site”. Several companies in this directory list an NPL company as a corporate controller on Companies House; they are noted in their own entries. Full profile: NPL at Hillhouse.
European Vinyls Corporation, later INEOS ChlorVinyls
The PVC joint venture formed in 1986 from ICI’s and EniChem’s vinyls businesses. Its UK company, European Vinyls Corporation (UK) Limited (Companies House 00547640), is recorded by Companies House under that name until 30 June 2005 and then as INEOS Vinyls UK Ltd (the announced change took effect on 1 July 2005, ChemEurope, 29 June 2005); it was dissolved on 30 April 2023. Wyre Council’s register lists it as applicant in 1997 for a 46 m gas-turbine exhaust stack (97/00731). INEOS ChlorVinyls sold its emulsion PVC business, “along with its E-PVC production facilities at Hillhouse (UK) and Schkopau (Germany)”, to Vinnolit; the European Commission cleared the deal in June 2007 (case M.4572). Full profile: EVC and INEOS ChlorVinyls.

Vinnolit Hillhouse Ltd and Vinnolit GmbH
Who. Vinnolit Hillhouse Ltd (Companies House 06149490) was incorporated on 9 March 2007 and dissolved on 30 April 2024, with its registered office at The Heath Business & Technical Park, Runcorn. Its corporate controller was listed as Westlake Vinnolit GmbH & Co KG (now ceased). NPL’s announcement of 1 September 2020 describes the sale of the plant to NPL as “from Vinnolit GmbH (part of Westlake Group)”. Which Vinnolit company owned the plant, as distinct from operating it, is not shown by anything we read.
What it made. Emulsion (paste) PVC, at the “PVC9 Plant” on Bourne Road, under Environment Agency permit EPR/TP3833GG. The site condition report submitted for the permit’s surrender states: “The site ceased operation in August 2019.” NPL’s announcement says the plant “was formally closed in 2019”.
What it released, as reported to the Pollution Inventory. The operator’s own returns to the Environment Agency for permit TP3833GG show these releases of vinyl chloride, the monomer from which PVC is made:
| Year | Vinyl chloride to air (kg) | Vinyl chloride to controlled waters (kg) |
|---|---|---|
| 2013 | 26,400 | 69 |
| 2014 | 25,600 | 41.9 |
| 2015 | 24,200 | 31.2 |
| 2016 | 23,000 | 34.6 |
| 2017 | 20,700 | 47.1 |
| 2018 | 17,900 | 42.8 |
| 2019 | 11,300 | 12.4 |
The same returns list ammonia (between 3,460 kg and 6,950 kg a year) and non-methane volatile organic compounds (between 16,100 kg and 34,500 kg a year) to air, and halogenated organic compounds measured as AOX to controlled waters (between 1,140 kg and 3,210 kg a year in the years they were above the reporting threshold). The Pollution Inventory is self-reported by the operator. Where a substance the operator lists is below the reporting threshold, the dataset records it as “below reporting threshold” without a quantity. A substance the operator does not list does not appear at all, so its absence from the returns does not show that it was not released.
Consents. Wyre Council’s register holds hazardous substances consent 04/01410/HAZ, received 22 November 2004 and granted 26 January 2005, with the applicant shown as “Vinnolit Hillhouse Ltd”. That date is more than two years before the company of that name was incorporated; the register does not explain the difference.
Surrender. The Environment Agency accepted the surrender of permit EPR/TP3833GG, published on 12 November 2021. Its decision document records that the applicant’s soil sampling, in May 2021 at six points matching those sampled in 1998, analysed “pH, sulphite, copper, sulphate, ethanol and vinyl chloride”, and that copper in two samples (14 and 16 mg/kg) was above the 1998 values (8.4 and 6.9 mg/kg). The Agency attributed those to “the natural range of the samples”. The list of parameters does not include any PFAS.
Enforcement. The Environment Agency’s enforcement register, searched by name for “Vinnolit” on 14 October 2026, returned no entries.

3. Estate services, waste and energy
Thornton Facilities Management Ltd
Who. Companies House 04673430, incorporated 20 February 2003 as Inhoco 2814 Limited and renamed on 7 April 2003. Registered at One St Peter’s Square, Manchester. Nature of business “68320 - Management of real estate on a fee or contract basis”. Its corporate controller is listed as NPL Landcare Holdings Ltd. On 14 October 2026 Companies House showed its accounts as overdue (next accounts due by 30 June 2026). NPL’s website describes “NPL’s Facilities Management company TFM” and says that, from a proposed energy-from-waste plant, TFM “would distribute a portion of this power directly to site users whilst the remainder would go to grid”.
Discharge consents. The Environment Agency’s register names Thornton Facilities Management Ltd as holder of three water discharge consents at Hillhouse:
| Consent | Name on register | Effluent type on register | Versions held |
|---|---|---|---|
| NW/017290033 | Hillhouse Int. Business Centre | /012 and /013: “Sewage & Trade - Secondary Treated Effluent and Trade Effluent”; /014: “Trade - Site Drainage” | /012 from 21 January 1999; /013 from 18 March 2004; /014 from 31 July 2008, with no end date |
| NW/017290382 | Lagoon Outfall | “Trade - Process” | /001 from 21 January 1999; /002 from 15 September 2004, with no end date |
| NW/017290384 | Royles Brook Outfall No 16 | “Trade - Surface Water” | /001 from 21 January 1999, with no end date |
Before 21 January 1999, consent 017290033 was held by ICI Chemicals & Polymers Ltd (section 1). The register names “THORNTON FACILITIES MANAGEMENT LTD.” as holder from 21 January 1999. Company 04673430, which carries that name, was incorporated as Inhoco 2814 Limited on 20 February 2003. The register does not explain the difference.
In July 2014 the Environment Agency advertised an application from “Thornton Facilities Management Limited” to vary consent 017290033 (application 017290033/V002), describing the facility as a “Sewage treatment plant” discharging “Trade effluent” to the “River Wyre Estuary” at a volume of “10,000 cubic metres per day”. The register, queried on 14 October 2026, lists no version of that consent after 014, issued in July 2008, so it does not show what became of the 2014 application.
What the consents permit it to release. The register does not publish the conditions of these consents, so we cannot say which substances they limit or whether any PFAS is among them. Our earlier article covers the two main consents and what has been measured near the outfalls: Two discharge consents, conditions not published.
Other registrations. Lower-tier waste carrier, broker and dealer registration CBDL24328, registered 13 August 2014. Wyre Council’s register lists the company as applicant in 2005 (05/01374/FUL) and 2009 (09/00260/OUT).
Enforcement. The Environment Agency’s enforcement register, searched by the name “Thornton Facilities” on 14 October 2026, returned no entries.

Hillhouse Remediation Ltd
Who. Companies House 05018025, incorporated 16 January 2004 as Inhoco 3031 Limited, renamed 25 February 2004, registered at One St Peter’s Square, Manchester, nature of business “68100 - Buying and selling of own real estate”. Its corporate controller is listed as Brownfield Land Holdings Limited; NPL Developments Ltd is listed as a former one. NPL’s website says “Hillhouse Remediation is set up at Hillhouse Enterprise Zone” and describes the restoration of part of the site to public open space.
Permit. The Environment Agency’s waste operations register names Hillhouse Remediation Limited as holder of permit KP3791CA (waste management licence 54006), “Hillhouse Landfill Site”, recorded as “A07: Industrial Waste Landfill (Factory curtilage)”, status “Effective”. The licence is dated 8 September 1977 and was varied on 17 November 2021. The register does not name the original 1977 holder or record a transfer date. The permit document itself is not published on the register, so we have not seen what waste it allows or what monitoring it requires.
Planning. Lancashire County Council granted application 02/11/0656 (received 19 August 2011, committee 7 December 2011) for “restoration of an inactive landfill site to include contour re-profiling, importation of construction, demolition and excavation wastes with soil making materials, and landscaping to create a nature conservation area with public access”.
Enforcement. Name search “Hillhouse” on the Environment Agency’s enforcement register, 14 October 2026: no entries.

Lancashire Renewables Ltd (formerly Global Renewables Lancashire Operations Limited)
Who. Companies House 05881147, incorporated 19 July 2006, named Global Renewables Lancashire Operations Limited from 30 August 2006 to 29 March 2018. Registered at County Hall, Preston. Nature of business: treatment and disposal of non-hazardous waste, and road freight. Its corporate controller is listed as Lancashire County Council.
What it does. It runs the Thornton waste treatment facility, which the Environment Agency’s register places at “Thornton Waste Treatment Facility, Fleetwood Road, Hillhouse Business Park, Thornton, Lancashire, FY5 4PX”. The planning permission for the site, granted to Lancashire County Council in 2007 (02/06/1335), describes it as “land forming part of the former ICI Burn Hall site”. The company’s website says residual waste “is treated through our Mechanical Biological Treatment process”. The permit’s introductory note describes mixed municipal waste being mechanically sorted, then water “percolated through the wastes to remove the suitable organics”, that water anaerobically digested to produce biogas for electricity, and the solid remainder composted inside a building, with air from the composting buildings “passed through a biofilter before being discharged to air”. It states: “This permit does not allow the burning of any solid waste.”
Permit and what it allows. Permit EPR/EP3396SX. The permit’s status log records it as first issued as waste management licence 54478 on 31 May 2007, “for a mechanical biological treatment plant with AD plant and gas turbine facilities”, transferred to Global Renewables Lancashire Operations Limited on 25 September 2009, and varied on 26 March 2010 (variation V002), the date the Environment Agency’s registers give as its issue date. The register records a later variation on 15 May 2023. The consolidated permit of April 2017 (variation V007) sets an annual throughput limit of 324,000 tonnes in each of its two permitted-waste tables (biological treatment of residual waste, and materials recycling), excludes from both tables, among other things, wastes containing “persistent organic pollutants”, and sets these limits on releases to air: total bacteria and total fungi, 5,000 cfu/m³ each, at the five biofilter stacks; oxides of nitrogen 500 mg/m³, sulphur dioxide 350 mg/m³, carbon monoxide 1,400 mg/m³ and total volatile organic compounds 1,000 mg/m³ at each of two combined heat and power engines; and lower limits for an emergency flare. The only water discharge in the permit, W1, is “uncontaminated site surface water” to an unnamed brook, with “No parameter set” beyond a weekly visual check for oil or grease. We have not seen the 2023 variation.
What it reported releasing. Pollution Inventory returns for this site list, above the reporting threshold: methane to air of 55,160 kg (2013), 61,648 kg (2014), 36,191 kg (2015), 37,174 kg (2016), 10,587 kg (2017) and 11,000 kg (2018); non-methane volatile organic compounds of 18,332 kg (2013), 15,661 kg (2014) and 14,699 kg (2015); ammonia of 5,057 kg (2018); and total organic carbon in wastewater of 119,000 kg (2013). For 2019 to 2024, under permit EP3396SX, every substance row listed reads “Below Reporting Threshold”. In 2024 the site sent 70,579 tonnes of refuse-derived fuel off site for recovery, among other waste transfers.
Enforcement. The Environment Agency’s enforcement register lists one court case against Global Renewables Lancashire Operations Limited, dated 24 April 2013, under the Environmental Permitting Regulations 2010. The address recorded is the company’s Leyland waste technology park, not the Thornton site.

Sesona Hill House Ltd
Who. Companies House 13999163, incorporated 23 March 2022, registered at Chiswick Park, London, nature of business “35110 - Production of electricity”. Its corporate controllers are listed as Sesona Ltd and Albanwise Synergy Limited.
What it proposes. The Thornton Energy Recovery Centre on land at Hillhouse Business Park, Bourne Road: a waste incinerator with two lines burning refuse-derived fuel, a permitted capacity of 120,000 tonnes a year, 45 m stacks and an electrical capacity of 9.284 MWe gross (Environment Agency permit, introductory note). We found no source showing whether construction has started; we searched the Lancashire County Council register, the Environment Agency register and the press.
Planning. Lancashire County Council application LCC/2023/0003, received 27 January 2023. On 14 October 2026 the register showed its status as “Application Granted”, with a committee date of 10 June 2026; the register’s decision field showed no date.
Permit and what it allows. Environment Agency permit EPR/ZP3329SS, dated 4 March 2024 (status log: “Permit determined 04/03/2024”) and published on gov.uk on 5 March 2024. The limits for the two incinerator stacks (A1 and A2) include, as daily averages: particulate matter 5 mg/m³, total organic carbon 10 mg/m³, hydrogen chloride 6 mg/m³, carbon monoxide 50 mg/m³, sulphur dioxide 30 mg/m³, oxides of nitrogen 100 mg/m³, ammonia 10 mg/m³ and mercury 0.02 mg/m³ (where continuous monitoring is required); and, as periodic averages, hydrogen fluoride 1 mg/m³, cadmium and thallium 0.02 mg/m³, mercury 0.02 mg/m³, a group of nine metals (antimony, arsenic, lead, chromium, cobalt, copper, manganese, nickel and vanadium) 0.3 mg/m³ in total, and dioxins and furans 0.04 ng/m³ I-TEQ. Dioxin-like PCBs, brominated dioxins and furans, and polycyclic aromatic hydrocarbons are to be monitored with “No limit set”. The permit sets no limit for any PFAS. The decision document says “the installation is designed as a zero-discharge process”, with uncontaminated surface water discharged to “Hillhouse Business Park’s surface water drainage system” and from there to the Wyre Estuary via a tidal flap.

Permit and what it allows. Permit QP3228SZ, “LWR Hillhouse Transfer Station”, Hillhouse Industrial Estate, West Road, FY5 4PH, effective 23 May 2024 under standard rules SR2022 No 4 (non-hazardous waste physical treatment). The current published version of those rules allows “up to 75,000 tonnes of waste per year” and states (rule 3.1.1) that “There shall be no point source emissions to air, water or land except”: (a) liquids to sewer under the sewerage undertaker’s consent; (b) liquids taken off site by tanker; (c) clean surface water; and (d) emissions “from abatement systems associated with shredders operated in accordance with technique 7”. Technique 7 requires shredders “treating waste containing persistent organic pollutants”, where monitoring shows abatement is needed, to be fitted with abatement so that emissions do not exceed “5mg/m3 dust”. The company holds a separate permit (AB3437AS) at its Burn Hall Industrial Estate site, which is not on the Hillhouse estate.

5. Planning applicants
These companies are named as applicants on the Lancashire County Council or Wyre Council planning registers for land on the estate. An application shows what a company proposed; it is not evidence that anything was built or operated. Lancashire County Council entries were read on 14 October 2026. Wyre Council entries were read on 11 October 2026; the Wyre register refused scripted searches on 14 October 2026 and was not re-read.

Public bodies
Lancashire County Council applied for and received planning permission for the waste technology park (02/06/1335) and is listed on Companies House as the corporate controller of Lancashire Renewables Ltd. Wyre Borough Council is recorded in the Environment Agency’s historic landfill dataset as licence holder for a household-waste tip at “Bourne Road, Burn Naze” (EAHLD07218, first and last input in 1950). The dataset does not show whether the Burn Naze tip lay inside the present estate boundary. The same dataset records Wyre Borough Council as licence holder and operator of “Land At Jameson Road”, Fleetwood (EAHLD35596, licence 54160, issued 23 May 1994, surrendered 10 April 2008). Its attribute grid reference falls within the Hillhouse works, but its address and mapped boundary are at Jameson Road, about 1 km to the north. This site treats the Jameson Road landfill as separate from the Hillhouse estate, so it is not profiled here.
6. Registered office at a Hillhouse address only
These 50 companies have, or had when they were dissolved, a registered office at a Hillhouse address with the postcode FY5 4QD (Hillhouse International, Hillhouse Business Park or Hillhouse Industrial Estate), and are not profiled above. A registered office is a filing address. It is not evidence of what a company does on the site, or that it operates there at all. Everything in the table is from Companies House, read on 14 October 2026.

What we searched, and what would add to this list
- Searched: Companies House (company records and name searches); the Environment Agency’s public registers for industrial installations, waste operations, water discharge consents, waste carriers, enforcement action and radioactive substances (the last returned no entry at any Thornton, Cleveleys, Fleetwood or FY5 address among 739 permits nationally); the Pollution Inventory for 2013 to 2024; the Environment Agency’s historic landfill dataset; the Lancashire County Council and Wyre Council planning registers; gov.uk permit publications; company websites.
- Could not reach: the HSE convictions and enforcement-notice databases (connection refused, 11 and 14 October 2026); Lancashire County Council committee documents; Land Registry title records (paid); Companies House cannot be searched by a previous registered office (see the introduction).
- Enforcement searches on the Environment Agency’s register work by offender name only, so a case filed under a different company name would not appear. The register returned no entry at an estate address for any company searched. One entry, a 2016 court case against INEOS ChlorVinyls Limited, has no address on the register.
- Enforcement undertakings (offers a company makes to the Environment Agency in place of prosecution) are published separately, on gov.uk. The current list covers 26 July 2024 to 11 June 2026; earlier lists are removed when they expire. We searched the current list, the current list of civil sanctions (1 January to 30 September 2025), and archived copies of every list covering 20 October 2018 to 30 September 2022 (Internet Archive and UK Government Web Archive), for every company on this page. We did not read the lists for 1 October 2022 to 25 July 2024, or any list before the one beginning 20 October 2018. The only Hillhouse entries we found are the two for Victrex Manufacturing and Veolia in the June to September 2020 list (section 3).
If you know of a company that operated at Hillhouse and is not on this page, tell us and say where the record of it is. We will add it when we can source it.
